The article actually deals with shortening the pre and post echo on both the record and playback side of PCM. Without going into detail they imply that the pre and post echo can be shortened by increasing the data rate through up/ oversampling and new filter schemes. They imply that this will shorten the echo to close to that of DSD "without the comical ultra sonic noise of DSD". They got that right.
