The problem may also related to the drive used to play the CD-R.

Some older CD players (such as were common in third world countries a few years ago) may not work reliably with (some) CD-R burns. Also, it is possible to burn CD-R media that do not conform to the Redbook specifications. I have seen CD-R disks returned by customers because they could not read them, but the disks worked perfectly well on other CD players (or optical computer drives).

In general, optical disks such as CD-Rs do not measure up to the standards of reliability and quality common today with hard drives and SSDs.
