Pure sigma delta does not imply one bit. Pure DSD does, but DSD is a trademark, not a technology.
I could be wrong, but my understanding is that the ESS SABRE 9018 running in mono mode will give 10 bits (1024 switches) at 100 Mhz. I reckon that according to your ultra conservative criteria, this amounts to 20 bits worth at 96 kHz, this not assuming any noise shaping.
There will be some noise due to differences in the 1024 switches after being dynamically balanced, etc.... The product is specified to a DNR of 135 dB in this mode and a THD at -120 dB. Both more than 18 bits. These products use sigma-delta modulation, albeit multi-bit.
