The cable or whatever is slowly cooled to the temperature of liquid nitrogen, held there for a while, then slowly warmed to room temperature. The specific time-temperature program of cooling, soaking, and warming, is proprietary. Simply plunging the item into liquid nitrogen and letting it warm up will probably damage it due to thermal shock. This treatment is supposed to affect the grain structure of the metal. It is a method of working the material as thermal contraction and expansion will exert forces on the finished item unobtainable in any other way.
The treatment was developed, I understand, by the auto racing community as a way of annealing stresses in engine blocks.
