The "rule of thumb" is to connect the shield at the source end, but for such things as phono cartridges, this is not a good way to go.Some prefer to use a 'central grounding point' such as the preamp, which also makes some sense, especially if the preamp is the only component with a 3 prong plug, and is the AC power line grounding point.
As with most things audio, it pays to experiment (CAUTIOUSLY!, always turn the volume down, and the equipment OFF or to another selector input, before turning the equipment back on after reversing or swapping cables!) and find out what works best for your system and gear.
