cryogenic tempering?

I was curious if anyone has any information on what cryogenic tempering does to electrical wire? Does freezing copper wire at -300F for two weeks make any improvement in its performance as a conductor?
The proponants of this technology say the molecules get permenantly packed tighter, and more arranged more efficiently.
If this is true? (And I don't know that it is?) One would think it would improve conduction and decrease inductance?
