No. If there is a probem with the cord such as nicked insulation (which I have seen in a cord from one of the big names) or a loose connection, arcing can create enough heat to start a fire. The circuit breaker or fuse will "see" the arcing as a normal load because of its high resistance and not open. That is the reason why arc fault interrupters were developed.
