RE: twisted pair telescopic shield unbalanced interconnect design query

It depends on your components.
Signal ground is different in layout and location from mains earth or safety ground. Some manufacturers tie both together, usually at the power supply caps negative terminal, but that's not true for 100% of the designs out there.
You are better off conecting the shield to signal ground AT the signal exit/entry. This will assure that your shield will be grounded to a clean signal ground, therefore less noise will be picked up by the cable.
