The amp is going to need considerable work. In addition to the problems you outlined, an amp that old will need a complete going over. You will need to replace all of the electrolytic caps, check and adjust DC offset, bias, etc. A burnt out meter lamp is easy enough to replace. I just recently completed a similar exercise on a 30-year-old SAE amp with one meter dead, burnt out bulbs and a bothersome turn on/turn off pop.
