Checking the technical link you provided

It looks as though they have models designed for standard 120V line voltage (active plus neutral) but they prefer to use 240V 2 phase (2 active 120V lines 180 deg out of phase)

All incoming actives seem to have fuses or a circuit breaker.

On the output side, it appears that all models use standard 120V active plus neutral, just like ordinary house power and presumeably for compatibility with standard equipment. It also appears that the balanced input models have protected outputs.

I think Bruce was assuming that the power was balanced on the output which does not appear to be the case.
