If all is equal, I think that the reverse is true

The lower power amp can usually be simpler with less to go wrong acoustically. eg it is not necessary to match parallel output transistors or tubes.

If power is not a concern then it is possible to use higher bias or single ended design and eliminate or reduce potential sources of irritating distortion.

For these reasons, I believe that If the design and construction quality is the same the lower power amp is likely to sound better at very low power.

Of course, in the real world other factors come into play. eg The quality of the design and construction and the marketing considerations that lead most manufacturers to make their higher cost amps with better parts more powerful.

The bottom line is that you will have to listen and judge for yourself trying to avoid preconceptions as to which will sound better in practice.
