Richard Kern has said he's heard this, but feels that it's subtle enough to be of no real concern. Ole Lund Christensen believes it's real, and has reportedly designed his CD players to minimize or avoid any differences based on track selection. Other folks in the industry are apparently familar with the phenomenon as well. For me, I do usually hear a slightly sharper focus and better imaging when I skip backwards 10-12 seconds into a track. The effect seems greater to me on CD than it does on SACD (but is still audible on SACDs). Since I had Richard install his transport mod in my 777ES, I'm a bit less inclined to restart tracks, but I still do it fairly often. Both 'locked' and 'unlocked' modes of play have improved notably, but I still can hear some difference between them.

I don't know if Jerome's explanation for this effect is the correct one, nor do I know that all CD transports exhibit this problem. Jerome has found some evidence that it may be fairly widespread, but if I couldn't hear it on my system with merely cursory listening, I'm sure I would quickly forget about track access differences. It certainly does disrupt the listening experience, trying to repeat the beginning of every track on each CD.
