It would seem that toilet paper is mostly air, but the wood pulp can't be too good of a dielectric. The BIG problem with silver is tarnish. Silver oxide might be OK, but silver sulfide might be a real problem. The question is: Is blackened silver, sulfide, oxide, or either one?
I'm pretty sure that silver sulfide is black, but I don't know the color of silver oxide. Does anyone know, any chemists out there?
